🧾 FBR Digital Invoice System Explained for Pakistani Businesses

What a digital invoice for FBR actually is, how the system issues IRN and QR codes, and how software fits next to IRIS.

A digital invoice for FBR is not just a PDF you email to a customer. Under Pakistan’s digital invoicing rules, a sales tax invoice becomes a digital invoice when it is submitted electronically and FBR accepts it. The response includes an IRN (Invoice Registration Number), a USIN, and a QR code the buyer can scan. That package is what the FBR digital invoice system is designed to produce.

Where the FBR digital invoicing system sits

FBR does not ask every business to type invoices by hand in IRIS forever. The official path is the Digital Invoicing API, operated by PRAL, using a bearer token you generate for your NTN in the IRIS portal. Software, a licensed integrator, or your own engineering team can sit in front of that API. In all three cases the system of record for the invoice number is still FBR.

FBR Digital Invoicing is FBR digital invoicing software: you draft in the app, validate against FBR rules, submit, and store the IRN/QR on a branded PDF. See how the system works step by step and how integration is set up.

What must be on a digital invoice

  • Seller and buyer registration details (NTN/CNIC, address, province, registration type)
  • Line items with HS codes, quantities, UOM, and tax breakdowns that match FBR scenarios
  • A successful FBR submit response — IRN, USIN, and QR — not only a locally generated PDF
  • Records you can retrieve later for audit (PDF plus submission history)

Digital invoice vs paper or “PDF only”

Printing a sales tax invoice that looks official is not the same as posting it to FBR. If the invoice never received an IRN, it is not a digital invoice in the sense the current SROs require. Finance teams that still re-key data in IRIS after issuing a Word/Excel invoice are doing extra work and still risk mismatches.

How businesses usually get onto the system

  1. Confirm you are in scope (sales-tax-registered; see our compliance guide).
  2. Generate a sandbox IRIS token and test scenarios.
  3. Fix validation errors (HS/UOM, buyer province, scenario) before going live.
  4. Switch to a production token and submit real invoices; archive PDFs with QR.
